Ride sharing and walking is the way to go!
Parking is a hassle even to locals. Don't bother with street parking, if you want to drive into the historic district I would suggest finding a parking garage. Ride share is the best if you are going out at night. Easier and costs the same as parking. There are also bike shares available close by. They rent by the day and hour. Great way to get around town. Search for Holy Spokes.

Charleston rarely has consistent weather except for the summer - when it is hot and humid 24/7! I suggest layers to keep things flexible. Also when it rains it tends to flood.

You only need a car if you want to go off the peninsula, ie beaches, plantations, Shem Creek.
